			<content:encoded><![CDATA[<p><strong>WASHINGTON (AP) &#8211; House Majority Leader Steny Hoyer declined to say Wednesday if Democrats have enough votes to pass historic health care legislation, but hinted that they&#8217;re poised to use an arcane parliamentary process to get it done.<span id="more-4798"></span><br />

<p>Hoyer&#8217;s Republican counterpart, Rep. Eric Cantor, acknowledged that such a process is permissible under House rules. Under the procedure, a Senate-passed health bill would be &#8220;deemed&#8221; to have passed if House members voted in favor of a rule governing a separate bill with amendments to it.</p>
<p>Cantor, R-Va., said he couldn&#8217;t understand why Democrats would use such a parliamentary detour with a bill of this magnitude and reach.</p>

			<content:encoded><![CDATA[<p><strong>Here&#8217;s a theory about why President Obama is having a tough political  time right now: He doesn&#8217;t seem all that happy being president.<span id="more-4790"></span></strong></p>
<p>I know, it&#8217;s the world&#8217;s hardest job, and between war and the world  economy collapsing, he didn&#8217;t have the first year he might have wished  for. And, yes, he&#8217;s damned either way: With thousands of Americans  risking their lives overseas and millions losing their jobs at home,  we&#8217;d slam him if he acted carefree.</p>
<p>Still, I think Americans want a president who seems, despite everything,  to relish the challenge. They don&#8217;t want to have to feel grateful to  him for taking on the burden.</p>

<p>Floyd Brown, author and president of the Western Center for Journalism, created the infamous &#8220;Willie Horton&#8221; commercial accusing then-Massachusetts Gov. Dukakis of being soft on crime. The ad, which focused on convicted murderer William Horton, who was granted a weekend furlough under Dukakis and who used his freedom to flee, rape and murder, sent the Dukakis campaign flailing to the defensive and is credited with contributing to the candidate&#8217;s loss to then-Vice President George Bush.</p>
<p>Now a pair of political-action committees have hired Brown to create a new series of independent-expenditure advertisements that allegedly expose Reid&#8217;s record of political corruption and ties to Arab money.</p>

			<content:encoded><![CDATA[<p id="id2434668"><strong>AUSTIN — The State Board of Education tentatively approved new standards for social studies Friday with members divided along party lines — some blasting them as a fraud and conservative whitewash, others praising them as a tribute to the Founding Fathers that rightly portrays America as an exceptional country</strong>.<span id="more-4771"></span></p>
<p id="id2446058">The standards, which will influence history and government textbooks arriving in public schools in fall 2011, were adopted by 10 Republicans against five Democrats after weeks of debate and across a racial and ideological chasm that seemed to grow wider as the proposal was finalized Thursday.</p>
<p id="id2446065">The document faces a public hearing and a final board vote in May.</p>

<p>States from New York to Hawaii that have been hard-hit by the economic downturn say they have either delayed refunds or are considering doing so because of budget shortfalls.</p>
<p>&#8220;It&#8217;s an indicator of how bad it is,&#8221; says Scott Pattison, executive director of the National Association of State Budget Officers. &#8220;You know things are bad when you have to do that.&#8221;</p>

<p>The 43-member caucus is fighting through one of the most difficult periods in its 39-year history, and some members and aides said they’re getting far too little support from the nation’s first black president — a man they once believed would be their strongest champion.</p>
<p>House Judiciary Committee Chairman John Conyers (D-Mich.) told POLITICO that White House officials are “not listening” to black lawmakers.</p>

			<content:encoded><![CDATA[<p><strong>The health care reform bill passed by the Senate on Christmas Eve appears to be dead on arrival in the House, as seven anti-abortion Democrats intend to join the ranks of lawmakers who plan to vote against the legislation, Fox News has confirmed.<span id="more-4738"></span><br />
</strong></p>
<p>Seven new no votes would be enough to kill the Senate bill, and several more fence-sitting lawmakers are under pressure from both sides of the aisle.</p>
<p>Foremost among the seven new no votes is Rep. Bart Stupak, D-Mich., whose anti-abortion amendment to the House version of the legislation got the bill passed in that chamber last year.</p>

<p>Whether or not you believe former Rep. Eric Massa&#8217;s bizarre accusations of locker-room confrontations and conspiracies to drive him from office, there is no doubt that the Obama administration and its congressional allies are willing to use every trick in the book to get this bill passed.</p>
<p>They&#8217;ve already bought votes with pork and special deals &#8212; the &#8220;Louisiana purchase&#8221; ($300 million to bolster that state&#8217;s Medicaid program, which swayed Sen. Mary Landrieu); the &#8220;Cornhusker kickback&#8221; ($100 million to Medicaid there, sweetening the pot for Sen. Ben Nelson), and Florida&#8217;s &#8220;Gator Aid&#8221; (a Medicare deal potentially worth $5 billion, a hefty price for Sen. Bill Nelson&#8217;s vote). Plus the millions for Connecticut hospitals, Montana asbestos abatement and so on.</p>
