Arnold Schwarzenegger's executive order seeks to roll back wages of as many as 200,000 state employees and lay off more than 10,000 of the state's 22,000 temporary, contract and part-time workers. Schwarzenegger does not, however, have direct authority over the employees of several government agencies. Those include the California Public Utilities Commission, state university and college systems and agencies headed by elected constitutional officers. In addition to the governor, the constitutional offices are the lieutenant governor, secretary of state, attorney general, treasurer, controller, insurance commissioner and school superintendent.
